I would like to get a detailed evaluation of how we were ranked and what the evaluation/scoring criteria was for the RFP discussed in the following response:

 

Thank you for submitting a proposal for the Airport Parking Access and Revenue Control System (“PARCS”), RFP 15-16/05.  The Port of Oakland (Port) appreciates your time and effort in preparing and submitting your proposal. 

After a great deal of deliberation and analysis by the Port’s evaluation committee, the Port is making its recommendation for award based on the submission of written proposals and result of the interview process.  Scheidt & Bachman USA, Inc. was the highest ranked for this project. Proposers ranking are as follows:

Dear Chris:

Thank you for your patience as we resopnded to your request.  We have released all documents responsive to your request. On the bid evaluations, names of Evaluators and their affiliated Department have been redacted because of the strong public interest in not disclosing how the Port assigns evaluators so that the Port may ensure it receives proposals that do not unduly target individual evaluators.  This interest outweighs the public interest in disclosing individual names, especially since the remainder of the evaluation criteria and scoring is available.  (Gov. Code § 6255.)

Request for Cure & Correction: We hope this response is satisfactory to you.  If you believe the Port has failed to comply with the Public Records Act, you may submit a written Request for Cure and Correction to the Secretary of the Board.  This Request must be filed within 90 days of the alleged noncompliance.  The Office of the Port Attorney will investigate all Requests and respond within 30 days.  For further information, please refer to the "Frequently Asked Questions" section on the Port's Public Records webpage.
