Request #19-34
  Open

Request for permits for APNs 42-4404-3 1952-1989 and 42-4404-11-2 (just the building at 7200 Earhart Road) from 1970-1989.

Request for map that shows locations of buildings with their building numbers within the Port in the 1950s, 1960s, 1970s, if available. I'm most interested in the 1950s.

Dear Sarah:

We've released the requested CAL files converted to PDF.  Also released is a list of the permits that pertain to the site.  The 200-250 page batch we retrieved so far go back to approximately Permit No. 2075 (Feb. 1983).  Based on a quick review, I didn't see any maps with building numbers, and very few maps in general.  We're still trying to locate the prior permit files, which go back only to May 1971.  We'll need some additional time to confirm if we still have them or not.  If we find any files they will be in hard copy and will require duplication costs - would you want only a scan of maps with building numbers?

Hi Eugene,

I apologize for the late reply as I received a concussion last Friday. At this time, out biggest concern was finding the 1950s, 1960s, and 1970s maps that indicated the building numbers and locations during those eras. We are not able to request a scan of the 200-250 pages that represent half of the permits you have found. What era do those permits represent? We'd be most interested in 1950-1975.

Many thanks for your time!

Dear Sarah: We should be able to convert those files to PDF and will release them when ready.  Also, we've identified about half of the paper permit files responsive to your request, but we wanted to check with you regarding copy costs before proceeding further.  The half we identified are approximately 200-250 pages for which we charge $0.19/page to copy or scan.  Would you be able to pay for duplication costs for the entire set when it becomes available?  Alternatively, you could inspect them on-site here in Oakland at no charge.  Please let us know.  Thanks.

Many thanks, Eugene!

Is there anyway to get some of the files you provided converted to pdf files? I don't have the software so that I can save the files and revisit them. I can only view them in the Port of Oakland public requests portal. If so, the drawings I would like converted into pdf files are:

00-3606

00-3607

00-3602.CA

Dear Ms. Stringer: We've released a number of Rolls Royce permit drawings we had electronically.  We will require additional time to locate and review any potentially responsive permit files we have in hard copy.  Please note: the Port charges $0.19/page to copy or scan hard copies that were not previously scanned.  We will let you know if there are any files that need to be scanned.  We're extending the due date in the meantime; thank you.

Thank you for the clarification.  We'll focus our search on those locations.  We wanted to clarify because the APNs (per the Assessor's office) reflect a large swath of land that covers most of the North Field of the Airport.  We may have maps, but are digging further.  Will keep you updated.

Any luck on finding a building map from the 1950s, 1960s or 1970s?

We are looking at two sets of buildings: the main building that was constructed in the early 1970s as the headquarters for National Airmotive Corporation (now owned by Rolls-Royce) is at 7200 Earhart Road (but is associated with 7501 Earhart and APN 42-4404-11-2)  and four test cells (1-4) (associated with the APN 42044-4-3 and 7900 Earhart Road). As I understand it, the test cells don't have a directly associated address.

The first owners of the first test cell (Test Cell 4)was Howell Propeller Services (Howell Engine Services) in 1952-1954, then Air Power Overhaul in 1954-1963, and then National Airmotive Corporation in 1967. I believe the other three test cells were constructed by NAC. Today there are two sets of test cells and we're looking at the southern set. Test Cells 1-4 with test cell 4 previously known as Building 602 and L-900, I believe.

It looks like I can't send a map, which I think would be quite helpful for you.

Dear Ms. Stringer:

We've released the leases pertaining to the Rolls Royce leasehold, which are one of many within the APNs you listed.  We'll need additional time to search for and review documents responsive to other parts of your request and will be extending the due date by a week.  We will release documents earlier on a rolling basis as they become available.

Also, following up on our prior question, for the leases, were there specific addresses you were looking for besides the ones we released?  Please note that the APNs you listed encompass many different leaseholds so pulling all of them will likely take some time.  Please let us know.

Thank you.

Hello - thank you for the message.  We should be able to get you lease documents and permit records (if any are available) for the Rolls Royce building by today.  We're continuing to search for a map from those time periods that would show building numbers.

For the lease records, did you want all leases within the APNs?  The APNs cover numerous different leaseholds, so it will likely take a while to gather all leases.
