All public records and/or documents relating to the vehicles driven, found and/or otherwise ending up into the water adjacent to Doolittle Drive between Swan Way and Harbor Way. The body of water is best described as San Leandro Bay, Eastury or the Airport Channel of the Bay. A screenshot of the subject area is attached for your reference.


This request would include any and all investigations, investigative agency reports, incident reports, photographs, 911 audio, audio logs, CAD Logs, Audio recordings, Video Recordings (Vehicle and BodyCam), inspections, tow records, complaints and/or correspondence.


Based on our current investigation, we are aware of the following incidents, but are requesting any and all incidents that your department responded to or has information on:


  • Around May 29, 2012 involving a Black Mitsubishi vehicle
    • Lt. Kirk Coleman is mentioned in a news article
  • Around June 9, 2012 involved a White/Silver Vehicle
  • Around June 16, 2013
    • A statement was made by Oakland PD Johanna Watson
  • January 8, 2017
    • Decedent Jarnail Sidhu
  • February 17, 2017
    • Decedent Robert Martin

Dear Mr. Mann:

We have released all documents responsive to your request in our possession.  Given the sensitive nature of the documents, they are being released only to you and may be downloaded once you log in to the website.  In the Daily Log Reports, information unresponsive to your request has been redacted.  As previously discussed, the area in which the incidents occurred are not within the Port's jurisdiction but rather is a state highway.  For further information, you may want to contact the City of Oakland / Oakland Police Department, the Alameda County Sheriff's Office, and/or Caltrans.

Request for Cure & Correction: We hope this response is satisfactory to you.  If you believe the Port has failed to comply with the Public Records Act, you may submit a written Request for Cure and Correction to the Secretary of the Board.  This Request must be filed within 90 days of the alleged noncompliance.  The Office of the Port Attorney will investigate all Requests and respond within 30 days.  For further information, please refer to the "Frequently Asked Questions" section on the Port's Public Records webpage.

As discussed in our earlier phone conversation, the area in which the incidents occurred are not within the Port's jurisdiction.  We will check if we happen to have any responsive records, however, but will need additional time to pull some archived records.  We are extending the due date accordingly and inform you of the results of our search.  Thank you.
