I'm writing to submit a public records request for documents associated with the security guard contract in place corresponding with RFP No. 18-19/20 - Airport Security Guard Services. Specifically I'd like to request a copy of the current contract, a copy of all changes/addendum, a copy of all wage/bill rates, a copy of all evaluation documentation, and a copy of the winning proposal. 

If there’s someone else I need to reach out to in order to obtain these records, please let me know. Also, if there will be a fine associated with this request, please let me know.

Dear Ms. Kersting:


We have released all available evaluation and bid documentation, and the winning proposal and related letter.  There are no available evaluator score sheets as they were transitory non-records, but we’ve released a template of the score sheet that was used to assist evaluators.  As previously discussed, the documents relating to the current contract, including the current contract and addenda and past evaluation documentation, are available in Request No. 18-133 (


On the evaluation materials, names of Evaluators have been redacted because of the strong public interest in not disclosing how the Port assigns evaluators so that the Port may ensure it receives proposals that do not unduly target individual evaluators.  This interest outweighs the public interest in disclosing individual names, especially since the remainder of the evaluation criteria and scoring is available.  (Gov. Code § 6255.)


On the winning proposal, we’ve redacted portions that are exempt from disclosure under the PRA, including: contact information for references, VINs, and insurance policy numbers because they constitute proprietary and/or trade secret information (Gov. Code § 6254(k); Evid. Code § 1060; Civ. Code § 3426.1(d)); and details as to guard staffing schedules because they identify the nature and frequency of security activities that should remain confidential for airport security and that are not necessary for evaluating responsiveness to the RFP, and therefore the public interest in withholding such critical information outweighs the public interest in disclosing it.  (Gov. Code § 6255(a).)

For the current evaluation documentation and copy of the winning proposal, we can release them after the Board award in order to preserve our competitive process.  The recommendation for contract award will likely be brought to the Board during a meeting in late June or early July.  We've extended the due date on this request accordingly and will release documents once they are available.  Thank you.
