Please provide the draft and final report on Port of Oakland electric power infrastructure and electric vehicle and cargo handling equipment electrification.  This was expected to be available in Mid June.  It is a follow on to earlier the Burns & McDonald consultant report.

Dear Mr. Wooley:


We have released the requested report.  From the report, we have redacted aerial maps showing locations of Port substations and Port 12KV lines, electrical single line diagrams, sections identifying electrical vulnerabilities, and the cargo handling equipment inventory at each terminal.  This information was redacted because the public interest in withholding information that pertain to the safety and security of the Port’s electrical infrastructure clearly outweighs the public interest in disclosing it, especially since the remainder of the report and analyses were released.  (Gov. Code § 6255.)

Dear Mr. Wooley - Thank you again for your patience.  The current plan is to finalize the report and present it at a public Board meeting, possibly in October.  Accordingly, there is still not yet a final report that can be released.  We've extended the due date and will keep you updated if any dates change.  Thank you.

Dear Mr. Wooley: Thank you for the recent call.  As discussed, the report is nearly finalized, but will need some more time to be fully final, after which we can release it to you.  We anticipate fully finalizing the report sometime in August.  We are extending the due date for this request to the end of August in the meantime.  Thank you again for your patience.

Unfortunately we will not be able to share the draft report since the public interest in protecting the decision-making process while the Port and its consultant deliberate candidly as to the scope and findings of the report clearly outweighs the public interest in disclosing them, especially since the report is slated to be released once finalized.  (Gov. Code § 6255; Times Mirror Co. v. Superior Court (1991) 53 Cal.3d 1325, 1339-44.)  We still expect the final report to be available by mid-July, but will keep you updated in case anything changes.  Thank you.

Would it be possible to provide the draft report?  I think UC researchers could be helpful at this stage, if we could review and informally comment on the draft.
