Per the Port's note in its final response, I now have a directly related follow up request on this matter.  Can the Port please provide a copy of the proposal submitted by Infax, Inc. in response to RFP 18-19/08 Digital Display Content Management System?  I understand that the proposal will be redacted to protect trade secret and other information subject to redaction pursuant to the California Public Records Act. I also understand that the process of applying the redactions may take some time.

Dear Jennifer:

 

We’ve released the evaluation/scoring sheets.  There were no other evaluation materials, including evaluator notes.  We understand that you are not requesting the proposals at this time.  We’ve also released the Agenda Report explaining the selection process – this item will be discussed publicly at our Board meeting on September 12, 2019.

 

On the evaluation sheets, names of evaluators and their affiliated Department have been redacted because of the strong public interest in not disclosing how the Port assigns evaluators so that the Port may ensure it receives proposals that do not unduly target individual evaluators.  This interest outweighs the public interest in disclosing individual names, especially since the remainder of the evaluation criteria and scoring is available.  (Gov. Code § 6255.)

Dear Jennifer: we should be able to release the requested documents in the coming weeks.  Question: did you also want the proposals themselves?  If so, we'll need several additional weeks to respond so that we can review all proposals for confidential information.  If not, we can release the rest of the documents and close out the request.  Thank you.

Dear Jennifer:

The Port has gathered responsive documents but cannot release them at this time because the RFP process has not been completed and no award has yet been made.  We anticipate that the Board will consider awarding a contract in response to this RFP in September, after which we can release documents.  We are extending the due date accordingly in the meantime.  Thank you.
